I suppose you can, currently not at my main box, but this one doesn't have apper installed and KDE is still working fine

urpme apper
should take care of it.
But remember, apper is only the frontend, you cannot dispose the whole of packagekit that easily.
On the other hand packagekit will still be present, only the KDE frontend will be missing so the suggestion from Errata is OK IMHO.
In other words: You won't gain anything by removing apper over simply disabling it.
