/usr/share/icons contains all icons, those are not necessarily only icon themes and not only for XFCE.
Nevertheless I've got no clue why cheser icon theme is not displayed for selection, as you seem to have it installed.
You may need to report that as a bug, after searching if it hasn't been reported yet already:

or you can download icon themes e.g. from
http://xfce-look.org/ (click on icons in the lefthand panel) and extract them into your home folder and use those.
