I believe that disabling 'lock screen on resume' is not the best option for security reasons.

I've not said this is the best nor even a good option - I've just asked if that workaround was tried or not.
Best option is actually to make it clearly reproducable and report it upstream at bugs.kde.org.

One big issue: I did not identify how to reproduce it. It looks to me that there is a probability of 70% to get it. But that is it.

It looks also to me clear that if we do not ask for the lock screen there will be no problem since the issue is the lack of interface to unlock the computer.

I'd say it's related to either graphics driver or desktop effects, as most people don't encounter this problem. So far I only see 4-5 people with this issue, maybe you can find out together the common ground between your installations.

It seems kde fixed it in kde 4.10 but it seems it will be unfixed in kde 4.11 so report it to kde bugzilla.
