urpmi doesn´t allow to install drakconf.

Just read the output, urpmi tries to tell you that you are currently installing an older package than the one currently installed,
or one of the dependencies. urpmi does not support that. You may want to take a look at the output of urpmi --debug drakconf to see the real reason or which package is installed in an newer version.
