Most new windows open top left (under panel) using Compiz

I've now got compiz running (with gtk-window-decorator) via fusion-icon, but most new windows typically map themselves at the top left of the screen, leaving their title bar hidden behind the xfce panel (which I have running across the top of the screen). So far, GIMP and LibreOffice seem to be the exceptions to the rule...

OK, so courtesy of Compiz' "Move" plugin, I can easily Alt + drag them out onto the desktop proper, and when maximised they correctly position the title bar underneath the panel (not obscured), but it's still niggly.

Has anyone any ideas either why it's doing this, or what I can do to assist in the diagnosis?

Normally on a decent window manager you can set windows or whole programs in a way that the window manager remembers the position and geometry and such stuff. Don't know for compiz or which window manager you're currently using.
Cauldron is not for the faint of heart!
