Is it possible to set type of desktop enviroment per user?
For example for user1 - Plasma and for user2 - LXDE.
Of course it is possible globally or chose env during login session but how to make it automatic per user?

For how many users do you want to make it automatic ?
You could specify the desktop session like this: https://superuser.com/a/686001/365864 (also see the following answer there)

Also keep in mind every user could simply logout and change something different ...

I need for three users.
We have three desktop PCs and 2 laptops. Used by me, my wife and daughter.
Each desktop PC has 3 users, each with a different X, and sensitive data for each user is synchronized in the background using RSYNC and the OVH cloud. Additionally, we have automatic backup to the cloud that way.
The meaning of this is that in the event of a failure of one PC, each of the 3 users can use another PC in an emergency.
I did this when, after a lightning strike nearby, 2 PCs were damaged.
Well, "my women" are not computer experts and everything has to happen for them by itself.
Ultimately, computers are for us, not we for computers.

So the syncing of $HOME/.dmrc should make it distribute the desktop choice per user between systems, I think? :)

No. Desktops layouts are not synced but set manually by one-time copying of necessary config files.
Only data, photos, documents etc are subject to sync.
