USB Mouse disconnects and reconnects repeatedly during boot

(This seems to be an old faithful.)
Running 64-bit MGA 6 Official Xfce spin, with SDDM. During bootup my USB mouse is found, everything hangs for quite a few seconds, then disconnects. This process is repeated 3 or 4 times. The net result is a slow bootup.
From hunting around the forums, this seems to be a common problem in all distros (including Windows) but there is no answer that works for everybody.

It would probably be helpful if you attach a complete journal log for such a boot.
Also what happens when you unplug the mouse, does it boot normally ?

I would suspect a bad mouse or a bad usb port or cable.
