How do I download and install the latest version of Opera browser?

What Mageia version do you want to install that on?
You can install it as listed under the Fedora instructions here:
https://rpm.opera.com/manual.html

My apologies, I didn't think the method might be different. It's Mageia 7.0. Will that make a difference?

It would make a difference if you would try to install that way on an older Mageia release, but it should work fine on 7.
