I need it to compile twinkle (also missing) and it does not seem to be in the repos

Couldn't find it neither.

Suggestion, add a "new package request":

Do you have any exact library/filename that you need from qt3-devel?

Twinkle is rather old I see, the last version is from February 25 2009.
Unless you have a special reason for using it you can try some other application using SIP protocol.
We have Ekiga, Linphone and Qutecom in the repos.

IIRC Mageia does not want to support QT3 applications. It's unlikely that this will be packaged for Mageia.

Yes I agree about Twinkle, but I use the scripting part of it.

I see that Mageia has lib64qt3, so why not the development package.

I will look again at Ekiga et al. but last time I looked they were all lacking in something.

Because QT3 programs are not supported anymore, just like KDE3. Seems it was only imported for LSB support. (Linux Standard Base)
But it's right, because you have the libs for existing programs, but no development files so you can't compile new ones.
