mouse wheel effects

Is there any way of disabling the effect of rolling the mouse wheel when the cursor is in the bar area at the bottom of the screen. This opens all minimised windows, which then have to individualy minimised once more. I find this most annoying. I cannot for the life of me think of any reason why I should want to do this . You might say, "well don't do it, then" bu tif I'm scrolling down a long listing, in a window that is maximised, there is a tendency while scrolling to move the mouse (and therefore, the cursor) as you scroll. Then, sudenly, the screen erupts with every window that you have minimised. If I want to open a minimised window, I have only to click on its instance, and I have the one I need and not all the others, such as mail, torrents and ftp, sitting there quietly doing their thing.

But from what I understood this has only been merged in for KF5 and for KDE4 you need to edit the mentioned file manually.

I don't see an option in task manager/window list options to disable mousewheel.

I've read through the latter link several times, and I'm rather surprised that although many people have been complaining about the "feature" (in the MS sense), sometimes quite vociferously, for SIX YEARS, seemingly nothing has been done about it. Particularly since it seems to have been an introduced function, rather than an unfortunate effect of something else. However, from all the suggested fixes and work-arounds, what is the one which you mention as being a file that should be edited manually?
