rsync goes over a different port to http
at work i sometimes have issues with rsync, and have to do the same as you and switch to
http, because i have no control over the corperate wlan.
at home it works because i allow rsync out via my very restrictive firewall.
but its more than likely a port blocking at some point between your host and the servers.
you haven't given any info on your internet setup, so i would guess you have some firewall or
parental control like filter restricting what ports you can go out on the internet with.
obviously this is a very generic answer, and no one can give you more info without
better understanding your setup.
either your router or something at your isp, i would guess.
