FIRST
When i put a jpeg in a directory, a small img of the jpeg appears on the icon of the directory.
How can i get rid of it ?
SECOND
where is the option to put the toolbar, or taskbar, or whatever, the one with the Mga menu icon, which is at the bottom of the Desktop, horizontally, to the left of my screen, vertically ?

It would be helpful if you would add the information which desktop environment you use.
For your first question, you have to disable previews in your file manager of choice.

First :
KDE.
Second :
Interesting. I'm using Dolphin.
i've only found a "preview" setting for, both, all jpegs AND icons, in a directory.
I mean that if i select not to have previews, then the jpegs previews AND the little imgs on the icons of directories can't be seen.
They're twined. that's annoying.
I want to see the previews for the jpegs, not for the imgs on the icons. if possible.

dolphin -> settings -> configure dolphin -> general -> previews -> disable previews for folders (and customize to your liking).
For the panel, on the right-hand click the cashew icon to go into configuration mode, then click on "screen edge" or whatver that is called in english and drag it to whatever screen edge you like your panel.
