Yes and no
The ioquake3 (and also quake2) packages are in the repositories. That's an opensource port of the Quake 3 Arena engine.
You still need the ressource files from the original game as those are proprietary and cannot be freely distributed.
What is provided is a template for autodownloader so latest Quake3 updates can be conveniently dowloaded.

not Open Source demo, including an application menu entry is available in
the quake3-demo package.
If you own a copy of quake 3, you will need to copy pak0.pk3 from the
original CD-ROM and your q3key to /usr/share/quake3/baseq3 or ~/.q3a/baseq3.
Also copy the pak?.pk3 files from the original 1.32 Quake 3 Arena point
release there if you have them available or run quake3-update to download
them for you.
And this is the error message when you try to run ioquake3 without the game ressources installed:

"pak0.pk3" is missing. Please copy it from your legitimate Q3 CDROM. Point Release files are missing. Please re-install the 1.32 point release. Also check that your ioq3 executable is in the correct place and that every file in the "baseq3" directory is present and readable
