I was trying to install mageia 3. I was asked to choose pacages(KDE/GNOME, DOCUMENTATION etc.) . The allocated size for it was 1748MB and the size needed was exceeding the limit. So how to increase that size. ( i have windows 8, 500GB HDD, 4GB RAM)

How did you size the partitions, and how much space is free on you windows partition? Check e.g. http://doc.mageia.org/installer/3/en/co ... Disks.html for documentation.

I hame following partitions of my hdd right now
1:260MB "healthy oem partiotion"
2:1.44GB "healtht recovery partition"
3:260MB "healthy(EFI system partition)"
4:(c drive)217.66GB NTFS "healthy(boot, page file, crash dump, primary partition)"
5:(e drive)65.87GB NTFS "healthy (primary partition)"
6:(f drive)100GB NTFS "healthy (primary partition)"
7:30.15GB "healthy (recovery partition)"

what should i do to get the nearly 6GB space allotment.

and please tell me why i wasn't getting the required space.

You need to either resize or delete one of the NTFS partitions. And I cannot tell you why you didn't got the required space,
because you didn't mention which choice you selected in partitioning screen in installer. And also you don't mention which
of the NTFS partitions has how much free space inside.

sorry i forgot to mention.
on each of the three drives c, e, f, i have more than 50GB of free space.

i tried installation two times; once with existing partitions (i didn't make any changes)

then i chose custom partitioning, created root, swap etc. and i remember each had at least of 4GB space(swap was 2 or 4GB). this was done on a 30 GB partition which i further merged with f drive( after i left the installation)

each time i got the same allotment of 1748MB for packages.

i have disabled secure boot, switched to boot mode to legacy mode and this is all i can do right now.

please help me out with the installation process.

I have met problems with the installer not working properly if you are using a GPT partitioned drive.

A bit of a drastic suggestion.
Do you have a spare empty drive of at least 20G you can put into your machine?
If so, just unplug your existing drives and connect the spare. Remember or mark where they connect.
Try and install Mageia onto this drive by itself.
If successful, you can either leave the drive in and then use something like Gparted [ install from online repositories ] and edit the existing harddrive partitions and make new ones on this hdd to practice the operation of Gparted. When you feel comfortable with Gparted, install all the other drives in again. Then use Gparted to edit the size of one your partitions.

REMEMBER TO BACK UP ANY IMPORTANT DATA BEFORE DOING THIS.
Note: Do not attempt to resize any of your recovery partitions.
Note: If your drive is GPT partitioned you will have to sacrifice all the HDD data and start from scratch with this drive.

When you have 20G+ spare, you can make 3 new ones for Mageia [ / +8G , swap- 1-2G , / home +8G ].
Remove your spare drive and re-attempt to install Mageia onto your prepared partitions.

You may have GPT partitions. This can be confirmed from within Windows:

My understanding is that Mageia's partitioning tool is not able yet to create partitions on a GPT partitioned disk. You need to use gparted, available on, for example:

http://www.sysresccd.org/SystemRescueCd_Homepage

Having created the necessary partitions, using gparted, I believe that it is then possible to install Mageia. However, that is something of which I have no personal experience. If you confirm that you have a GPT partitioned disk, someone may be able to help with further advice.
