Are you asking about the "Refresh Desktop" option in the right-click menu?

I'm sorry; I've been researching your question and I cannot find any answers. The nearest I can find, is a way to point your right-click to a custom menu. :( what version of Mageia are you using?

Is anyone else having this problem? Maybe a Bug Report is in order?

Not time for a bug report, all essential details are missing.
Which version of Mageia, which desktop environment is being used, does the issue persist with a freshly created user?

Bug reports only make sense if the problem can be easily reproduced by following some defined steps.

I keep thinking that this is handled by one of the files in $HOME/.kde4/share/config/, but I can't find which one.

*IF* that turns out to be the case, then one could simply delete it, restart, let it revert to defaults, and the menu should reappear intact. Hey, @doktor5000, is that right?
