I have a few Mageia questions which are,

Does Mageia have a file that can be manually edited to add Repos or does it have to be done with commands?

Is VLC available for Mageia?

Will RPM files be available for Mageia at a later date?

Will Mageia sponsor a Forum at Linux Questions in the Future?

Yes, that would be /etc/urpmi/urpmi.cfg. But editing it directly is not as efficient, because you still need to update the metadata
of an added repository, so you still need a command.

Is VLC available for Mageia?

Sure.

Will RPM files be available for Mageia at a later date?

If you mean for VLC, see above. If you mean in general, surely
