In Mageia 8, Dolphin file manager in Plasma desktop environment can remember tabs and positions when closing and open them when last time open it, it is convenient.
But in Mageia 9 it can not.

Also, when the order opening a path is given from another software, Dolphin opens a new window instead of opening a new tab when Dolphin is running already.

Are you talking about a freshly created user or an user with an existing home folder, that also existed earlier in Mageia 8 or before ?

No. I newly installed Mageia 9.
This problem also exists in Mageia 9 live.

I have noted this too.
I believe this is a upstream regression, by design or bug.

When Plasma session at login get restored from previous login,
on a mga8 system: Dolphin opens up with all tabs like when you logged out,
While on Mageia 9 it just stupidly show ~, IIRC.
