Welcome to Mageia and our forum!
I do not know what Simple Welcome is.
What is the functionality you seek?

According to this
https://abf.rosalinux.ru/kuraisu/SimpleWelcome and some other pages, it was for KDE 4 and is no more developed. Don't hope it will land in Mageia in the future.

The Gnome desktop looks nearly the same as this app starter/overview. But as Plasma follows a completely different design philosophy this won't happen to get implemented again into KDE Plasma.

So, you xitbZero may like to try Gnome.
What desktop environment do you use now?
Mageia support several, you can try:

If not then I will switch to LXDE or MATE

Kde 4 is EOL since year 2015. So no easy way to integrate it into modern operating systems. And as already mentioned, you should try Gnome if you want this SimpleWelcome look.
