Hello.

Any way to put the time of another country, next to the current time in the task panel of Mageia 7 KDE Plasma?

You should consider an upgrade to Mageia 8. Mageia 7 is out of support since half a year and don't recieve any security or bugfixes anymore.

Add a second clock widget to the control panel and set another timezone in it.

not sure it is possible (but I am ok with being wrong).

try this work around:
right click the clock. choose "Configure Digital Clock".
in "Appearance" enable: "show local time zone" and "time zone city"
in "Digital Clock Settings - Plasma, choose "Timezones"

enable required timezones, click "apply" and then "ok"

if you now hover the mouse over the clock, a popup with the various times should appear.

eg: in this example I have added Algiers

I have done all this that you tell me, and it has helped me. But it is necessary to pass the mouse pointer over it, and I need something faster, something more agile, something more visual. Definitely one clock next to the other. Tentatively, while I find the definitive solution, your advice has helped me a lot. Thank you.
