A problem with network time

Hi,

I noticed today that though being online for the whole day the system did not switch to winter time, so I did it manually via KDE applet. But I have not found any option to make the system adjust the time automatically in the settings. Everything what is available is "Enable Network Time Protocol", so I do not know if the time servers or my system to blame :) .
In the list of processes right after loading the system there were 2 ntp daemons - one owned by ntp and the other from root. After some time the root-owned ntpd disappeared.
I'd appreciate if someone explains me what the may have caused the problem.
