Which is the best solution to have an external USB harddrive with more than one partition and where each partition is encrypted? It should work under Windows and under LINUX. One partition should be for Windows. How should the USB drive be partitioned?

I have seen a "Western Digital My Passport" USB drive. However I think that the hardware encryption from Western Digital will work only under Windows.

Veracrypt? https://www.veracrypt.fr/
Veracrypt runs on many operating systems

Create ntfs-3g partition so both windows and Linux and other OS:se can mount it.

In it, create a container for the veracrypt encrypted filesystem
