Changing Plasma 5 desktop theme not working as intended

I think I have found an issue. Can you reproduce it?
Open the Plasma 5 System Settings. Go to Workspace Theme / Desktop Theme. Click on Get New Theme, select one (I tried this with the most recent ones) and click Install.
The intended behaviour at this point is that the new theme should be in the list of available desktop themes. But, on my machine, it isn't. Restarting the System settings makes no difference. The theme now has an "Uninstall" button next to it under Get New Theme, but that's all.
The workaround of downloading and extracting the theme manually (into ~/.local/share/plasma/desktoptheme) works. But the System Settings don't function as intended.
I am using Mageia 6 on a Lenovo ideapad 310.

Yes, at least two people from the german forums also reported this same issue, after installing a new theme via systemsettings it doesn't show there.
Dumb question, if you enable all debugging via kdebugdialog and then either systemsettings or directly the kcm module via kcmshell, does it show any errors regarding the theme?
From what I can tell, this seems to already have been reported:
https://bugs.mageia.org/show_bug.cgi?id=21006 and

Thank you for the reply. I will add a confirmation to the existing bug report that it's still there in Mageia 6. I should probably follow the German forums too.
I'd be happy to do the checks you suggest, but I'd need some more detailed instructions. I can start kdebugdialog and enable the debug information. But how do I proceed from there? I can't find a program called kcmshell.

It's now called kcmshell5 as now both the KDE4 and 5 versions need to coexist. But that's not really required as the bugreport already has the details what's failing, it's the program that is installing the themes.

I've been using oxyzone theme for a while so I tried to install it with no luck. It shows installed but it is not on the list.
Downloading file did not help, I had to manually extract it and put into plasma themes directory, of course for now w do not have "Details" option in plasma for tuning it.

So basically your issue is the same as in
viewtopic.php?f=7&t=11819 ?
That is, you manually needed to extract the theme in the themes folder to be able to switch to it, correct?

Ok, merged it into the existing thread.
