Do you only want local access to the folders of other users, or do you want to share them over network?
For nfs-utils not showing up, possibly you don't have the filter set to "All packages" ...

I'm trying to let a regular user access jpg files of another user [administrator] on the same machine, so I can use Digikam[administrator version broken]
you are correct MCC wasn't set for ALL Packages, nfs-utils is already installed, same error message...

Just change the permissions of the files and containing folder so that others can read them too, then you can access them as regular user, filesharing would not help at all for that case.

won the battle
lost the war
digikam won't find it...
