Last time I tried everything could be removed from the control panel. AFAIK nothing has been blocked there deliberately, maybe your KDE settings just got confused, happens from time to time.

There's a bug in KDE where when you want to drag&drop a file and accidentally hit the control panel in the process,
sometimes a transparent rectangle is created. It cannot be moved or removed. You either need to carefully edit it out manually
from ~/.kde4/share/config/plasma-appletsrc or you need to recreate your panel. Latter option takes like what - 2 minutes?
How much time did you need to invest in this thread and trying back-and-forth yet?
