looking for ctime.pl

Another upgrade issue, I am looking for ctime.pl. It would appear that the this file was available in a previous version of Mageia http://rpm.pbone.net/index.php3/stat/4/ ... 6.rpm.html

Does anyone know where I can find the RPM containing the ctime.pl module, or know which Perl Module has what I am seeking?
