When you search for Wine in the Mageia Control Centre it finds the Wine packages in the Mageia 3 software repository, which is why you have to enable them.
Software in these repositories have been extensively tested to work with Mageia, and also, this way, when any updates are issued the repositories automatically advise your computer and let you choose to update.
If you download Wine from Wine HQ you will have to periodically check to see if there are updates.
You will need a working internet connection to set up the repositories.
regarding the 32 or 64 bit types.
If you have M3-64 the software manager will offer both the wine64 and wine32 package, but, when you install the wine64 package , it will also install the wine32 package, and any libraries and assistant packages needed.
If you have M3-32 the software manager will only offer wine32 and any libraries and assistant packages needed.
