I saw an interesting article in /. today about using VOIP with Android tablets. I don't use the one in the article, I have an Acer Iconia A100 with ICS 4.0.3 in it. I downloaded the mentioned program, set up Google voice in a gmail account with no other uses and made a phone call for free. This works well in the US. I can't say if it will work in Europe or Asia but it is worth trying, I think.

The Google gmail site offered the rpms to make it work. Look in Chat in gmail for the phone settings.
