You did not read very carefully: Short before MGA2 was released the following agreement was set between Mandriva and Mageia:
1. Mandriva needs a basis for their corporate products. As the Mandriva distribution will be subject to a yet to be built foundation Mandriva SA will take the Mageia code (as anybody can do), strip all unnecessary things (unnecessary for corporate products), even change the code, and then take it as basic foundation of their corporate products. In other words: they will "fork" Mageia and use it in their corporate products.
2. Mandriva SA proposed a cooperation between Mageia and the Mandriva community to maintain / revive the Mandriva enduser distribution. This was not accepted by Mageia (explanations in the blog, see Jim's link). Meaning: the Mageia distribution will not be changed by Mandriva people, it will remain the making of the Mageia crowd. So, there's no chance for Rocket Bars or ROSA add-ons in Mageia, unless Mageia community / developpers / council will decide so. Which will never come (hopefully).
