Emerald is not imported yet.
Compiz is available in the repositories.

You should use the MCC :
Hardware > Configure 3D effects (Drak3D)
Drak3D will then install the packages.

When using Drak3D, you have to logout and relog to have compiz fusion enabled.
The CCSM (you can launch it using a terminal app or find it as compiz fusion settings manager in menu) allows you ton configure Compiz fusion.

For people like me who miss Emerald themes, but are content with KDE's native desktop effects, here's a widget that will let you use emerald themes as "native" KDE window decorations:

http://kde-look.org/content/show.php/?content=125162

It's a bit of a pain to use. One must compile from source, and the developer is less than clear about what libraries need to be installed. And one must go through a bit of hoop-jumping to replace the active Emerald theme. But it's better than no Emerald at all.

It provides RPM packages for Suse / Mdv, maybe they are compatible with Mga. Should try.

The KDE-look page claims to link to various RPMs (including a Mandriva package). But it's not actually true.

Remember, you heard it here first: as of this writing, in order to use Smaragd, one must compile from source.

Smaragd has been imported in the Mageia repos, should be on the mirrors soon.

When you want to see a package in the repos, please file a package request report at Mageia's bugzilla.

FWIW, I think the rpm links on Smaragd web page must have pointed to rpm packages at some point, just they're not available any more.
