Indeed, Mageia 1 is not really different from Mandriva 2010.1. I'd say that the main difference is that Mageia was refreshed, like a spring cleaning. When you build something as huge as a distro, adding things package after package and patches after patches, you may lack an overall view and a precise idea of your aim. With Mageia, everything was dismantled, checked, bootstrapped and rebuilt. Since our packagers knew what they were building, the forked distro was nicely cleaned.
Of course, this statement is not absolute; there are surely things that Mandriva has and that Mageia lacks. But it feels good to have a "new" distribution.
