Is the French forum the main distro forum? ie more users and more activity?

By French forum, do you mean MLO ?
MLO was created years before Mageia, its goal was to welcome and help French Mandriva newcomers. MLO administrators decided to follow Mageia when it appeared but without having anything official.

I don't know if it is MLO but I stumbled across a mageia French forum. Is the French / MLO forum the most active one?

This international forum is what you may call "the official Mageia forum" because it is run by Mageia. All other forums, be it the French or German or Spanish or whatever, are localized platforms for the users of these languages. Whether these forums are more active or not depends on the users, not on Mageia.
