Hmm, I can't follow your thoughts - it is an install medium, what is it there for if not "Install Mageia"? The option "Boot from HD" is only there for the following cases
- you already installed Mageia and want to keep the DVD in the drive,
- you installed Mageia and at reboot you forgot to remove the DVD.

If you insert a Mageia installation media, it is assumed that you want to install Mageia, no?
Guess how many complaints would come if the default would be changed, then people would ask why
the default for an installation media is "Boot from harddisk" and why installer doesn't start without selecting the right
boot menu entry. Don't know how that is intrusive ...

I suggest a new non-intrusive boot loader sequence:
1. Show a question: "Do you want to select one of the 2 boot modes for this Mageia medium?" (followed by "Yes" / "No" buttons)
2. Pressing "No" will shutdown and eject.
3. Pressing "Yes" will lead to the bootloader screen as we know it.

In my opinion it's a non issue as I learned way back when J.C. was an able bodied seaman to change the bios boot order.

HD first
CD second

I then use the bios hot key to boot (this time only) from the CD when desired.
