Battery Charging Control

Would it be possible to build a software package to turn on/off battery charging? My current laptop has the ability to disable battery charging via software, but it is only available in windows (actually, I'm pretty sure it's Dell software that's been integrated) . However, if I turn off battery charging in windows and then boot into linux, battery charging remains disabled until I boot back to windows and re-enable it. It would be nice to be able to turn it back on in linux if needed.
