Is that something meant to install packages that were built by other users, but that are not in the official repositories, or is it a tool to make compiling from source easier?

It would be great if you'd explain and tell why you think we should have something similar 8-)

Yep, exactly that. Was planned, that's why on mirrors there are people/ and software/ folders but the needed infrastructure is missing.
But you can volunteer as sysadmin to help them get things done faster ;)

1- Because the update of packages are very slow.
2- Because Free Software developers don't care Gnu/Linux and RPM users. See this website for example:

Free software developers don't package for Linux. Only for windows and sometimes for Debian and Ubuntu.
3- And repositories don't have puredata extended installed by default. Pure Data Extended is for newbies and Pure Data Vanilla is only for experts.

And sometimes people compile Window Managers:

Probably because we have high expectations about package quality, security concerns and not causing regressions? Because quality assurance takes time?
Because we're all volunteers doing this in their spare time? So why not just contribute so they can be done faster? http://www.mageia.org/en/contribute/
