Different times at the same time - confuses me and programs

KDE displays correctly CET, and rsyslog writes CET in the logs. etc
But the journal use a time 2 hours ahead!
It not only confuse me, but also programs - at least boinc that started up on same time as journal, and then it logged that time suddenly shifted back 2 hours ( = to CET ) ( https://bugs.mageia.org/show_bug.cgi?id=9108#c13 )
NTP is used for correcting time.
EDIT, add:
I see in boinc log at start it say "Local time is UTC +2 hours"
Where do it get that from? Local time is UTC +0.
