Since it appears that I am having dkms problems, and the changelog says that dkms issues have been addressed, I thought that the boot problem might be fixed. So I tried to boot the new kernel. The result was that it failed again. To see if I could gather more information, I logged in and ran "startx".
X11 failed to load the nvidia340 module. I have captured, the best I can from a photograph of the screen, the errors below.

I do not know enough about the software to understand the details of this, but it appears that the new kernel is not able to load the Nvidia module for some reason.
What does "(WW) Falling back to old probe method for v4l" mean?
The old kernel, kernel-desktop-devel-5.0.9-1.mga7-1-1.mga7, loads the same Nvidia module OK.
Where is the "system's kernel log"? I still cannot find a journalctl log for that failed boot.
