KDE Applications question

Some of the KDE apps are version 16.08.1, such as kwrite.

Others have a have a completely different numbering system. Is that version a Mageia
number ? Kapman for example is Version 1.1.0 I assume that the app was originall
not a KDE app, and that is the number the developer of that app assigned. Maybe
korganizer is a better example.

You must be misinterpreting the version information. The version of kapman in cauldron is 16.08.1

No it is not, those are the upstream version numbers. Not all of the applications have the same version number as "KDE applications", if they are released outside of KDE applications they usually have their own version number.
