Failsafe boot starts X: bug or feature?

Never seen this before: choosing the 'failsafe' option at boot time results in X starting. I'm assuming this is a bug, but asking before I submit a bug report.

Phew! I thought I was having a bad dream, but I saw that too. I have just repeated the failsafe boot to see if it is still happening and the answer is yes. I am typing this into Opera on my normal desktop after a failsafe boot.

I am running Alpha 3 with all but the most recent updates.

By the way, does your X server screen keep moving around between vt1 and vt7? Doesn't seem to be any pattern to it. Mine is on vt1 at the moment.
